How much do I have to be to enter an institute of art? Will they actually reject me if I'm not outstanding?

I'm decent drawing. I think going to an art institute. I know you have to submit a portfolio. I wonder if they ever look at someone's portfolio and say, "Uh, you're not good enough."

they can turn you down, yes. I've seen this happen. Depends what school you want. Some are difficult to obtain, some are really very easy. You should do some research on this topic. Before you worry, you should ask each school you are interested in what they want in the portfolio. You may find that some of them may give you a test instead of taking a wallet. Better check on that. Another thing you can do is actually ask a teacher or someone to the school you want to watch your art and make them tell you directly how your chances. Do not forget to try.
